This is a notice of intent to award a contract action to The Northrop Grumman Corporation (NGC), 600 Hicks Rd, Rolling Meadows, IL 60008 on an other than full and open competitive basis, for the procurement of supplies and services to develop, test, and integrate software necessary to upgrade the current P-8A AN/AAQ-24 subsystem with 2 Color Infrared Missile Warning Sensors (2CIRMWS). The planned period of performance is from January 2015 through September 2015. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGC is the sole designer, developer and manufacturer of the AN/AAQ-24(V) DIRCM (Directional Infrared Countermeasure) system, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this synopsis. The Government will consider all capability information received prior to the closing date of this synopsis.
