The US Government Publishing Office (GPO) has a requirement to acquire Oxygen XML Editor with floating licenses. GPO intends to issue a sole source contract in accordance with MMAR 6.301 to Syncro Soft SRL in Craiova,  Romania

Syncro Soft SRL is the manufacturer of Oxygen XML Editor and holds the intellectual property rights in the Oxygen XML Editor software product. Oxygen XML Editor is the only comprehensive, all-in-one XML editing suite available with floating licenses.  The Oxygen XML Editor can be used on Windows, Mac, and Linux environments.

A determination by the Government not to compete this proposed effort on a full and open competition basis. Oral communications are not acceptable in reponse to this notice.
