CITY OF BENDMIDTOWN MULTIMODAL CONNECTIONS AND STREETSCAPING Proposals Due 3:00 pm, December 7, 2023 REQUEST FOR PROPOSALS OWNER'S REPRESENTATIVE SERVICES PROJECT NOS. 1GFAI, 1GGAU, 1GHAO, 1BCA2, AND 1RFGU SOLICITATION NO. 24-3212**Please note the City of Bend is now using the online eProcurement portal, Bonfire. Please use the link below to access the portal or for more information please contact the Issuing Officer** The City of Bend requests proposals from qualified Consultants for Owner's Representative (OR), Independent Cost Estimating (ICE), Construction Management (CM) and limited construction inspection services for the Midtown Multimodal Connections and Streetscaping Project (the Project). The Project is using a Progressive Design-Build (PDB) project delivery method. The City is seeking a qualified and experienced OR able to provide support to the City through all Project phases from preconstruction to closeout, including performing as the CM and supplemental inspection for the construction phase of the Project. Qualified consultants should be experienced in collaborative delivery processes. Familiarity with Oregon Department of Transportation (ODOT) 2021 Standard Specifications for Construction and other industry standard specifications is also preferred. The initial Agreement for this work will include support during the preconstruction phase with the City's chosen PDB team. Subsequent phases for CM and construction inspection services may be added by amendment to the Owner's Representative contract, contingent upon successful amendment negotiations, prior to construction of subprojects. The RFP documents are available for download on the Portal (link). In order to download and respond to posted solicitations, Proposer will need to register as a vendor by visiting: (link). Once registered, follow the instructions to download the documents: 1) Log in to the Portal, 2) Under "Action" column of "Open Public Opportunities" page, click on "View Opportunity" next to Project, 3) Scroll down to "Supporting Documentation" section to download documents. Proposers are responsible for checking the Portal for the issuance of any addenda prior to submitting a proposal. Proposal results are available via the Bonfire Portal. The deadline for submitting proposals is December 7, 2023, at 3:00 PM. Proposals must be received by the City on the Bonfire Portal by the deadline. No faxed or electronic (email) proposals shall be accepted. Sealed proposals will be received online as instructed on the City Bonfire Portal. Proposals may also be submitted to the City, via mail, or in person. Please contact the Issuing Officer no later than two (2) business days prior to the proposal due date to make arrangements ahead of time for an in-person submission. Hard copies will not be accepted unless the Proposer has made arrangements ahead of time. If a hard copy of the Proposal is submitted without prior coordination with the Issuing Officer, the Proposal will be returned (unopened) to the Proposer without consideration. The City of Bend reserves the right to: 1) modify, revise or withdraw this request for proposal, 2) reject any or all proposal not in compliance with public solicitation procedures and requirements, 3) select consultant on the basis of the proposals or to conduct interviews with the highest qualified proposers after scoring, 4) seek clarifications of any or all proposals, and 5) to select the proposal which appears to be in the best interest of the City.
