The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for services in the role of an Owners Representative (“OR”) to represent the County’s interests during the pre-construction, construction, and close out phases of several projects. The scope of work under consideration has included a new Jail and Law Enforcement Center, Courtrooms and associated Courts-related spaces and offices, and County government offices. Initial conversations looked at doing all projects at once, but there is a potential for phasing projects within a Master Facility Plan, based upon a number of factors (i.e. debt, finances, final decisions made by committees and the County Board).
