The Washington Metropolitan Area Transit Authority is soliciting proposals for a multi-year program to overhaul, calibrate and certify railcar B1 vital relays used in safety critical circuitry.  The B1 relays were originally manufactured by Alstom Signaling.  Removal and reinstallation in the railcars is not included.  This is a "Best Value" solicitation.  This project is being financed with Authority Operational funds.

A Pre Proposal Conference is scheduled for 3 p.m. January 30, 2013 in the Meeting Room, Lobby Level of the Jackson Graham Building, 600 Fifth St., N.W., Washington DC  20001.  Any questions regarding the solicitation must be made in writing to the Contracting Officer no later than February 8, 2013. 

Proposals are currently due by 2 p.m., Thursday, February 28, 2013 at the WMATA, Office of Procurement and Materials, Room 3C-01, 600 Fifth Street, NW, Washington, DC  20001.  For security procedures, proposals delivered by hand must be taken to the Authority's mailroom on the lobby level.  Electronic proposals are acceptable.

Proposals are to be submitted in the format prescribed in Solicitation Instruction No. 16, Proposal Format Instructions/Requirements.  Technical proposals must address the topics listed in section c.  A performance bond will be required from the successful offeror awarded the contract.
