This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.

This solicitation is a request for quotations (RFQ). This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular (FAC) 2005-95, dated January 19, 2017. This requirement is being solicited as a Brand Name, Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract using FAR Part 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items. This requirement is a Small Business Set-aside. The North American Industry Classification System (NAICS) Code is 333923- Machinery Manufacturing, with a small business size standard of 1,250 employees. The Solicitation Number is HSCG40-17-Q-40127.


DESCRIPTION OF THE REQUIREMENT

The contractor shall provide all personnel, labor, materials, parts, tools, test equipment, test fittings, supplies, consumables, equipment and other such things to accomplish the following: conducting inspections, reports, calibrations, disassembly and assembly, overhauls, and tests (pre-operational and operational), packaging, ship FOB Destination the LS2-600R-PH2M-GP and the HU pneumatic winches throughout the contract base period and any option periods exercised, in accordance with Specification for the Purchase and Overhaul of LS2-600R-PH2M-GP and HU Pneumatic Winches R-583-0222 Rev. G., See Attachment 2.

The Coast Guard has determined, consistent with FAR Subpart 13.501(a) (1) (ii)- Brand Name Justification, there is only one brand name that will satisfy the agency requirement. The statutory authority permitting only a Limited Number of Sources, and no other supplies or services satisfy is 41 U.S.C. 1901, as implemented as FAR Part 13.5 Simplified Procedures for Certain Commercial Items, See Attachment 3. The Original Equipment Manufacturer (OEM) is Ingersoll Rand. Technical data necessary for performance is proprietary to the OEM. For the LS2-600R-PH2M-GP winches only a certified Ingersoll Rand technician and OEM equipment and parts must be used in order to ensure operability and proper warranty of the equipment; Since the HU winch has been discontinued by Ingersoll-Rand, certain parts required may be obsolete and require substitute parts. These parts may be ordered from suppliers that have the capability to overhaul model HU winches and/or supply remanufactured/refurbished replacements.
