The Library requires the assistance of consultants for the purpose of providing legal advice to and representing the Authority in future litigation which may be initiated by or against the Authority. The consultant's work will be under the general direction of the Library Director; however, the consultant will be responsible for the final product or services. The sole intent of this RFQ/P is to establish a list of pre-qualified law firms, partnerships and sole practitioners who may subsequently be assigned to advise or represent the Authority in litigation. Assignments may be allocated to one or more selected consultants as the need arises, based on the consultant's qualifications and expertise, availability at the relevant time, and the needs of the Authority as determined by the Library Director and Authority’s Counsel. Specific assignments of work, as the need arises, will be made by the Library Director or her designee. Completion of the RFQ/P process and being placed on the list of potential consultants does not create any rights to receive Authority business. Every effort will be made to establish a list of not more than three potential consultants for any given area of the law; however, qualified consultants may be placed on more than one list. In areas where the potential for conflicts is high, more than three potential consultants will be listed.
