This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source.   The applicable NAICS Code is 511210.  The USMC Regional Contracting Office (RCO) - Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to:

The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This requirement is for the procurement of  Outcome Questionnaire(OQ) a tool that measures the effectiveness of clinical services provided, this tool is appropriate for use by the Community Counseling Program(CCP), Family Advocacy Program(FAP), and Substance Abuse Program(SAP) counselors. The OQ is an evidence-based tool that gives feedback to assist Behavioral Health programs in providing continuous quality improvement, ensuring effective service delivery, and in assessing client progress.      

Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around Jul 19, 2017, in accordance with fair opportunity under Far Part 13 procedures.

 

The anticipated contract is for a period of performance from 10 August 2017 through 09 August 2018.  This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency.  Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to [email protected] no later than 11 Jun 2017, 1:00 p.m. Eastern Time.  Late responses will not be considered.
