****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with OTT HydroMet.

****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) Oceanic and Atmospheric Research (OAR) Great Lakes Environmental Research Lab in Ann Arbor, Michigan and its need of two (2) OTT HydroMet CYCLE PO4 Phosphate Sensors with Reagent and two (2) Battery Core Replacements.

"We currently have six (6) Cycle P sensors in our possession. They are programmed and set up to mount on our buoys when they are deployed, which is critical in the configuration of the buoys and is very time and labor intensive. Thus, if another brand or type of Cycle-P was procured, the time it would take to make the buoys compatibility, along with getting in the supplies and setting up the data transfer compatibility would not be in the best interest of the government. All data measured must be consistent. We rotate the instruments in a monthly cycle in measuring the phosphate. We cannot interchange makes or models because of this method."
One key element to the Cycle P is the reagents - no other company has reagents that can compete and meet our specifications as outlined.

However, firms that believe they can provide the service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
