The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue a contract on a sole source basis to Lockheed Martin Corporation MS2 (LMC), Liverpool, NY for the development of E-2D Operational Test Program Sets (OTPS) to address Depot level repair capability of the 18 AN/APY-9 Radar Avionics Line Replaceable Modules (LRMs). These LRM's are to be tested on the electronic Consolidated Automated Support System (eCASS). Multiple LRMs are classified. This requirement also includes the development of two (2) Engineering Development Models (EDMs) per configuration, an option for two (2) production OTPS's per configuration, LRM Source Data, Level III production drawings, and Depot level maintenance Logistics requirements.

The Government intends to procure the above items under the authority of 10 USC 2304 (c ) (1), FAR 6.302-1. The Government does not own current data drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based on the response to this notice, is solely in the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
