The sole source determination is based on NOAA's requirement for National Marine Fishers Service (NMFS) has a requirement for the usage of a Kiel III - MAT 252 mass spectrometer and to measure the C-13 and O-18 in fish otoliths. To achieve these fish otoliths will be micromilled and the material collected by Alaska Fisheries Science Center will be sent out for measurement of carbon 13 and oxygen 18 isotopes using the Kiel III - MAT 252 mass spectrometer. This is a continuation of a study; the first component of this study analyzed 400 Pacific cod otoliths at the inductively coupled plasma mass spectrometry facilities at Oregon State University's Keck Collaboratory. To maintain continuity and scientific reliability of trace element analysis of otoliths that is consistent and comparable to our first samples only the analytical facilities at the Keck Callaboratory can provide these services.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
