Otolaryngologist Technician Services: Questions

1. What is the Period of Performance for the contract?
a. It will consist of a base year plus four one year option periods. Refer to the Bid Schedule in the solicitation for details.

2. If the Offeror is up to date in SAM, then FAR 52.213-3 only requires the Offeror to complete paragraph (b) of provision (b)3(B)8, Representations and Certifications. Will this paragraph, with a digital signature, suffice for the proposal?
a. Per instructions in Section (b)3(B)8 of the proposal, the Offeror's proposal shall include a signed copy of the Representations and Certifications. A signed copy from the Online Representations and Certifications on the Offeror's System for Award Management (SAM) profile may be submitted to fulfill this requirement of the proposal. Providing only a digital signature on the above paragraph will not suffice.

3. In reference to (b)4(a) Tab 4: Teaming Arrangement, all Team Members shall have a signed Teaming Arrangement (TA) or Letter of Intent (LOI), and provide a copy in this tab. Does this mean the Offeror must have a Team in order to propose for this solicitation and execute the contract?
a. Per FAR 52.207-6(a)(1) the term "Teaming Arrangement" in the context of this solicitation refers to two or more small business concerns who have formed a joint venture, or a small business Offeror entering into agreements with one or more small business concerns to have them act as subcontractors. Unless the Offeror intends to fulfill the terms of the contract under such an arrangement, a Teaming Arrangement (TA) and Letter of Intent (LOI) are not required.

4. Is this a new contract requirement or an existing contract?
a. This is a new requirement.

5. If this is an existing contract, who is the incumbent and what is the current contract value?
a. There is no incumbent.

6. Are there incumbents? Are the contract positions filled currently?
a. There is no incumbent.

7. According to the PWS, the contractor should reference AFI 44-119 to obtain additional qualifications needed for the Otolaryngology Techs. Can the Government please provide the section and page number that should be referenced in AFI 44-119?
a. Because the contract requires registered Otolaryngology Technicians the section in AFI 44-119 most applicable is Chapter 4 - Licensure, Certification, and/or Registration of Healthcare Personnel.
