Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Woods Hole Oceanographic Institute located at Woods Hole, MA 02543 for osmium isotope analyses as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Woods Hole Oceanographic Institute is, to the USGS' knowledge, the only source who has (1) a class 1000 clean room facility for spiking of ferromanganese crust samples prior to analysis, (2) an Anton Paar high pressure asher with both 5 and 18 quartz vessel conversion kits for sample digestion, (3) a Neptune MC-ICPMS that has a 1013 ohm amplifier, which is a vast improvement over older amplifiers to the instrument available at other facilities and will enable the detection of the Os isotopes on samples that have been ashed, and (4) most importantly, scientists and technicians that have experience in Os isotopic analyses of ferromanganese crust samples; these naturally occurring nano-particulate chemo-stratigraphic samples contain all of the elements found in seawater, often in high concentrations, and are therefore a difficult matrix to work with. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541380, Testing Laboratories.
