The Contracting Department, Naval facilities Engineering Systems Command, Mid-Atlantic (NAVFACSYSCOM) Norfolk, VA, 23511-3392 intends to award a firm -fixed price Sole Source contract to Atlantic Emergency Solutions, Inc., 12351 Randolph Ridge, Lane, Manassas, VA  20109-5213

This emergency requirement is for a contract to remove power divider to replace leaking rear engine main seal and front power divider seal on mission essential, front line aircraft rescue fire fighting vehicle (ARFF), USN N71-03356 2016 Oshkosh Global Striker. NAVFACSYSCOM will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available to provide the supplies and/or services that will satisfy the agency requirements. The proposed contract action is Sole Source only. The NAICS code applicable to this procurement is 811111. The size standard is $8.0 Million Dollars.

This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming.  However, all bids, proposals, or quotations received by the closing response date will be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response. The Government will be the sole determiner regarding a company’s ability to meet all requirements. If no responses are received within three business days after publication of this notice before 12:00 PM ET, to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a sole-source contract, then a firm fixed price sole source award will be made to Atlantic Emergency Solutions, Inc.
