SPECIAL NOTICE -- in FEDBIZOPPS -- for a prospective program named “Orphan and Vulnerable Children (OVC)”

This is a Special Notice advising interested parties that the United States Agency for International Development (USAID) is seeking comments on the attached draft Statement of Objectives (SOO) for a prospective program to strengthen comprehensive care and support for orphans and other vulnerable children (OVC) who are infected and affected by HIV in the Democratic Republic of the Congo. The envisioned contract type is Cost-Plus-Fixed-Fee.

No contract shall be awarded based on this notice. No reimbursement will be made for any costs associated with responding to this Special Notice or any follow-up requests nor is USAID obligated to issue any subsequent request for proposals or award based upon it.
