Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) in Port Hueneme, California intends to issue a firm-fixed-price (FFP) contract on a sole source basis to Kratos Space & Missile Defense Systems Inc., 2409 Peppermill Drive, Suite A, Glen Burnie, MD 21061.
This requirement will provide procure Oriole Rocket Motor and Oriole Thrust Vector Control systems with ancillary hardware and shipping containers to support testing for a variety of sponsors. The systems will be incorporated into suborbital vehicles to execute planned missions at the Pacific Missile Range Facility, National Aeronautics and Space Administration Wallops Flight Facility, White Sands Missile Range and other test ranges. The vehicles support critical testing for the Multi Service Advanced Capability Hypersonic Testbed Program, Hypersonic Readiness Assessment Vehicle, French Sounding Rockets, Los Alamos National Labs, Aegis Ballistic Missile Defense (BMD), Air and Missile Defense Radar, advance research vehicles, and fleet training exercises.
The anticipated order is intended to be awarded pursuant to 10 U.S.C. 2304(c)(1) as indicated in the attached justification and approval (J&A). Full and open competition need not be provided for when the supplies or services required are available from only one responsible source, or only from a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements.

While this notice of intent is not a request for competitive proposals, all proposals received before the response date will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice that are received is solely within the discretion of the Government. The information received will be used for the sole purpose of determining whether or not a competitive procurement should be conducted.
The Government will not compensate any respondents of this synopsis for any information received or any costs incurred in preparing information for, participating in meetings with, or engaging in discussions with the Government.
