NSWC IHEODTD requires test support in order to evaluate the performance and reliability level of the DODIC MT86 Canopy Remover Cartridge. The purpose of this ordnance assessment (OA) Testing is to determine the degradation of performance characteristics of the Canopy Remover Cartridges and if they are attributable to in-service environment and age, assess the units' safety reliability, and determine if a service life increase is feasible. This will entail performing non-destructive tests and ballistic/functional tests and providing data sheets in addition to testing summaries to the Government. The provided results will be compared directly with lot acceptance test (LAT) data to ascertain the effects of age and service exposure on performance and reliability. The expected duration of the contract is 120 days after the receipt of Government Furnished Material (GFM).

This will be a Sole Source award, in accordance with 10 U.S.C. 2304(c)(1) Only one responsible source as implemented by Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(i),  to United Technologies Aerospace Systems, Inc. (UTAS), 3530 Branscombe Rd., Fairfield, CA  94533. UTAS is the sole manufacturer of the Canopy Remover Cartridge samples being tested. All Lot Acceptance Testing (LAT) on these samples is performed at UTAS, due to the fact that they have proprietary rights to the test fixture and the expertise in the use of the instrumentation. UTAS has the original data obtained from the initial acceptance and qualification testing, test fixtures, instrumentation, data collection apparatus and conditioning chambers required to function test these items.
