The Naval Air Systems Command (NAVAIR) intends to issue a cost-plus-fixed-fee delivery order under Basic Ordering Agreement (BOA) N00019-05-G-0027 to Orbital Sciences Corporation, Chandler, AZ to for the preparation and execution of the Software Formal Qualification Test (FQT) and of the operational demonstratoin of an GQM-163A flight vehicle with the Orbital Front End System (OFES). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
