Bid Opening will be at the Oregon Department of Transportation, 355 Capitol Street NE, Salem, Oregon, beginning at 9:00:00 a.m. on the day of Bid Closing. Submit electronic bids, on-line, through Bid Express® (www.bidx.com) before 9:00:00 a.m. on the day of Bid Closing. The Bidder shall separately furnish a completed and signed Letter of Assent agreeing to comply with the PLA prior to the Bid Closing to be eligible to Bid on this Project. Prequalification must be in the class(es) of work indicated in the project's special provisions and the bid booklet. All projects include a steel escalation clause. The Bidder, the Contractor and all Subcontractors with an estimated subcontract value of $200,000 or more at the time of request for ODOT consent to subcontract are required to agree to comply with the PLA. The Bidder shall furnish a completed and signed Letter of Assent agreeing to comply with the PLA prior to the Bid Closing to be eligible to Bid on this Project. See 00120.45(b) for submittal methods. The Contractor shall require all Subcontractors with an estimated subcontract value of $200,000 or more at the time of request for ODOT consent to subcontract to complete and sign a Letter of Assent and provide Subcontractors' Letter of Assent to ODOT as a condition of ODOT's consent to subcontract. All projects have minimum wage rate requirements. Wage publications for BOLI and USDOL are published on the Agency's website at http://www.oregon.gov/ODOT/Business/Pages/Project-Wages.aspx The PLA also includes requirements in the collective bargaining agreements and master agreements which are applicable pursuant to the PLA that include wage rate requirements. Not less than the higher of the applicable federal or existing State prevailing wage rates or, as applicable, the wage rates as provided in the PLA, including the requirements in the collective bargaining agreements and master agreements which are applicable pursuant to the PLA, shall be paid to workers. Non-Signatory Contractors are allowed some specific exemptions for non-union workers as identified in the PLA.
