This Sources Sought is distributed to conduct market research and constitutes only a request for sources, not an official Request for Quotes (RFQ). The intent of this Sources Sought is to establish communication with physical therapy, athletic training, strength and conditioning and massage therapy providers to collaborate the best method of implementing the Optimizing the Human Weapon System program in the location of Sioux Falls, SD. This Sources Sought does not commit the Government to contract for any supply or service. Further, the Government is not seeking quotes and will not accept unsolicited quotes. Contractors who respond are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be solely at the interested Party's expense.

The 114th FW requests information on feasibility, estimated cost of service, service delivery options, and whether this requirement is available for Small Business set-asides or other set-asides. Please note that the Services Scope limit for the Base Year period of performance is $80,000. The projected Service Scope limit for the Option Year 1 Period of Performance is $160,000. Potential sources are being sought along with alternative solutions to this need given our Service Scope Limits. The draft Performance Work Statement (PWS) is attached for your review and consideration. The Government reserves the right to adjust the PWS when the final solicitation is issued.

Responses: Interested contractors must complete the attached Info Request Form to verify that your company has the proficiency to provide the required support. You must also submit a capability statement which demonstrates your ability to meet the tasks described in the PWS. Your capability statement should be less than 10 pages. We ask that you submit your responses, along with any questions or concerns related to this requirement, to the Contract Specialists assigned to this project, Jeremiah Minter at [email protected] and Gregory Johnson at [email protected].

Background: The FY19 Air Force Budget includes appropriations for a program called Optimizing the Human Weapon System (OHWS). This program is a pre-habilitation program designed to address neck and spine issues in the fighter aircrew community. The program is designed to give fighter pilots access to the proper tools, therapy and training to prevent future injury and increase quality of life (See PWS document for program limitations). The South Dakota Air National Guard, 114th Fighter Wing, Sioux Falls, SD is considering soliciting and awarding a multi-year contract for the above services, and is looking for vendor input on the best procurement strategy. Any awarded vendor will have to register in SAM.gov and provide the government with a CAGE code or DUNS number.
