The 6th Contracting Squadron (6 CONS) at MacDill AFB, Florida, is issuing this Request for Quote. USCENTCOM has a requirement to obtain software maintenance and support for currently owned and deployed Optimal SatCom Enterprise Capacity Manager (Single LAN) and COMPLAN Professional (4 concurrent users) software applications. These applications are used to monitor and optimize satellite networks used to transport voice, video and data. This is a brand name or equal requirement IAW FAR 52.211-6.
a. This is a notice that this order is Set Aside for Small Business vendors only. Only
quotes submitted by Small Businesses will be accepted by the Government. Any quote
that is submitted by a contractor that is not a Small Business will not be considered for award.

b. Any OR EQUAL offers will be sent to the technical advisor for compatibility/functionality, and must meet the salient characteristics for the requirements below.
2. DESCRIPTION OF REQUIREMENT:

CLIN 0001 - Enterprise Capacity ManagerTM software upgrade, maintenance & technical support (ECM value added reseller edition with ECM Web Portal - includes Sun Outage CalculatorTM) support 140 transponders, perpetual license - QTY: 1 each

CLIN 0002 - Communications Planning SystemTM (COMPLAN) Enterprise Edition, floating perpetual license - QTY: 1 each

Support CENTCOM's Enterprise Capacity Manager TM and COMPLANTM software version:

• USCENTCOM currently owns perpetual license-to-use grants from Optical SatCom for the Enterprise Capacity ManagerTM (including Sun Outage CalculatorTM v1.2) version 1.7.3.6 and COMPLANTM Enterprise Edition version 5.6 software application.
• 24 hours a day, 7 days a week unlimited online support
• Email, telephone or fax technical support available during normal business hours
• Technical support of the application installed on Windows 7 operating system or Windows Server 2008 R2 operating system.
• Software upgrades and/or updates will be made available via electronic download or CDROM shipment to USCENTCOM.
• USCENTCOM requires proof-of-ownership or proof-of-support documentation
• Vendor will provide one page document instructing USCENTCOM on self-audit procedures for determining compliance with Optimal Satcom software license terms.

• Period of performance for both CLINS is from10 December 2015 to 9 December 2016. An adjustment to the price will be considered to allow for the continuity in the break in service from the PoP start date to the award date.

4. BASIS FOR AWARD:
Award will be made to the lowest price offeror that is determined to be technically acceptable. Any "or Equal" offers received will be sent to a technical representative for compatibility and/or functionality review to determine technical acceptability.

5. DEADLINE AND DELIVERABLES:
Offers must be submitted NLT 4 January, 2016 by 9:00AM (EST). Any questions/Requests for Information (RFI's) must be submitted in writing to [email protected] NLT 26 December, 2015 by 8:00AM (EST). Please provide a quote assuming a Firm Fixed Price contract. Offerors must bid on all items. Offeror quotes must include the following: estimated delivery schedule, discount for prompt payment if applicable, CAGE Code, DUNS number, Federal TIN with company name, and POC contact info. Lack of registration in the SAM database will make an offeror ineligible for award. Offeror must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer.
