The University of Texas MD Anderson Cancer Center Ophthalmology Picture Archiving and Communication Systems (PACS) - DOC402033716 Introduction to MD Anderson MD Anderson is known throughout the world for high-quality cancer care, research, academic programs and prevention services. Since its establishment in 1941, MD Anderson has made major contributions to improve the outlook for cancer patients everywhere. MD Anderson was one of the first three federally designated comprehensive cancer centers by the National Cancer Act of 1971. A survey of health professionals has routinely ranked MD Anderson as one of the two premier cancer centers in the nation for the past eight years. Over 55,000 persons annually seek care at MD Anderson. The team approach to cancer care, pioneered at MD Anderson, has been strengthened by consolidating specialty clinics into multi-disciplinary care centers that allow patients to receive more ambulatory care and treatment in a single location. MD Anderson offers one of the largest bone marrow and stem cell transplantation programs, as well as clinical trials to improve existing therapies. Teams of clinical specialists collaborate with scientists on problems of common interest and test theories that shorten the application of better treatment methods. Translational research studies are responsible for the promising field of chemoprevention, which uses synthetic vitamins to reverse pre-malignant lesions and halt the recurrence of some cancers, and for innovative gene therapy strategies being evaluated for several forms ofcancer. With faculty and staff working in more than 30 buildings in the greater Houston area and in central Texas, MD Anderson is the largest freestanding cancer center in the world. The physical plant covers more than 11 million square feet, featuring the latest equipment and facilities to support growing needs in outpatient and inpatient care, research, prevention and education. It includes inpatient hospital facilities with 571 beds. Construction projects include the addition of 12 floors that can accommodate more than 300 new inpatient beds in Alkek Hospital on the North Campus; two new research buildings on the South Campus that will house the Center for Advanced Biomedical Imaging Research and Center for Targeted Therapy as part of the McCombs Institute; and MD Anderson's first facility on its Mid Campus, a 25-story building to support current office space and future growth needs. In addition to its main campus in the Texas Medical Center and two research campuses in Bastrop County, Texas, MD Anderson has developed a number of local, national and international affiliations RFx Overview Background: Ophthalmology picture archiving and communication systems (PACS) provide a platform from which digital images can be stored, viewed, and manipulated. The software allows for data annotation from various ophthalmic devices, as well as, single and multiple image review for providers to mark notable changes over time. To take advantage of this technology, MD Anderson will put into practice an ophthalmology PACS. An ophthalmic image management system is currently not in use; however, it is the desire to implement and interface such software to fully leverage the EpicCare Ambulatory and Kaleidoscope modules in Epic. Business Objectives of the System: The EHR Inpatient and Ambulatory Department is soliciting bids to implement an ophthalmology PACS that already has an active, successful interface with Epic within an academic healthcare facility. The selected vendor will provide an intuitive application that enhances the provider experience in being able to manipulate and display images including but not limited to visual fields, optical coherence tomography (OCT), ocular fundus photos, and corneal topography. The solution will meet MD Andersonâs IT requirements. The implementation of this system will allow MD Andersonâs providers to better manage ophthalmic images in the provision of care. They will be able to readily retrieve and review digital images from within Epic and annotate data from several different ophthalmic devices. Providers will have access to retrieve and review ophthalmic images from the PACS across various settings such as the ambulatory clinics, operating room, and academic office. The ophthalmology PACS stands to improve efficiency and enhance the end-user experience. Manual processes in scanning images will be eliminated with digital images accessible in Epic. Providers will be able to comparatively view current and historical exams using PACS functionality to denote significant changes over time. The purpose of this solicitation is to obtain product information and proposal pricing for a solution that meets our business needs and our technical requirements. The resulting contract from this solicitation shall include all costs for implementing the solution as well as training, travel and support. MD Anderson requires the ophthalmology PACS to be installed and ready for use concurrent with the projected Epic go live date of December 5, 2015. Minimum Solution/Vendor Requirements: ⢠The vendor must have a current, successful implementation with Epic, preferably in a large healthcare facility ⢠The solution must support the different types of image data (examples: jpeg, tiff, DICOM) ⢠The solution must provide interoperability between ophthalmic devices and Epic in both discrete and image format. Examples of ophthalmic devices include, but are not limited to, Humphrey Visual Fields and Cirrus OCT. ⢠The vendor must commit to an implementation timeline that coincides with the projected Epic go-live date of December 5, 2015. Product Demonstrations: MD Anderson will dedicate time for a demonstration of functionality from the RFP published short list selected vendors for members of the project team. All demonstrations will be conducted using scenarios provided by MD Anderson. Participants may be required to configure/customize their proposed solutions. A Demo System will not require integration with any enterprise systems that MD Anderson uses internally. Since no vendorâs demo or production software can be installed inside MD Anderson without going through a complete and stringent vetting process for information security, a vendor has to implement a Demo System on its own premises and be accessible by MD Anderson for evaluation for this RFP. The RFP published short list selected vendors must be prepared to perform onsite scripted product demonstrations at MD Anderson on Monday, October 6, 2014.
