This is a Sources Sought notice for market research purposes only per Federal Acquisition Regulations (FAR) Part 10. This is a Sources Sought announcement is solely for informational and market research purposes for operations and maintenance, and related services as per the draft Performance Work Statement (PWS) attached for the following location: Phillip Burton Federal Building, CA0154ZZ , 450 Golden Gate Blvd, San Francisco, CA

The Government is seeking information for acquisition purposes from all Small Business companies, but may also have the following socio-economic certifications, either (1) Women-Owned Small Business (WOSB) (including Economically Disadvantaged (EDWOSB), or (2) Service Disabled Veteran Owned Small Business (SDVOSB)/ Veteran  Owned Small Business (VOSB) or (3) HUB Zone Small Business, can perform the tasks per the attached draft PWS. Approved SBA Small Business Joint Ventures/Partnerships may respond.

Responses to this announcement will be used to make appropriate decisions for a possible acquisition and to determine if there are appropriate small businesses qualified for this work under NAICS code 561210 - Facilities Support Services.  Any subsequent acquisition decisions made from the information submitted is solely at discretion of the government and Contract Specialist.

STATEMENT OF WORK

This is a Performance Based Statement of Work (PBSOW).  The Contractor shall provide management, supervision, labor, materials, equipment, and supplies and is responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of equipment and systems located within the property line of the building," Phillip Burton Federal Building CA0154ZZ"listed in Section C.1 .titled "Scope of Work" found in Section C. DESCRIPTION/SPECIFICATION/STATEMENT OF WORK

Information submitted is solely at discretion of the government and Contract Specialist.

 The following considerations for a possible future award apply:

• Type of Contract: Firm-Fixed Price (FFP)

• North American Industry Classification System (NAICS): 561720 - Facilities Support Services

• Small Business Administration Size: $ 38.5M

 • Contract Length: Base Year plus four (4) one-year option periods for a total of five (5) years

 • Vendor must be registered in the System for Award Management (SAM)

5. Representations and certifications for 8(a) AND either WOSB (including EDWOSB), SDVOSB, or HUB Zone must be verifiable in SAM.

6. Capability Statement not to exceed five (5) pages to include the company's experience, knowledge, and past performance history related to the services in the attached draft PWS (font shall be no smaller than 10-pitch).

7. Include information such as number of buildings and square footage, and description of actual O&M (Operations and Maintenance) services performed in a single past or present contract.

Please be advised the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. All cost associated with the Sources Sought are solely at the expense of the respondent. Additionally, all submissions become the Government's property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this Sources Sought.  Submissions will not be considered as a response to a possible future solicitation or as a request to be added to prospective offeror lists, or to receive a copy of a possible future solicitation.
