USDA, ARS, EBSC is seeking a contractor to provide Facility Operations and Maintenance services at the Eastern Regional Research Center (ERRC) in Wyndmoor, PA. The Eastern Business Service Center (EBSC) is issuing this 8(a) sources sought request as a means of conducting market research to identify parties having an interest in and the resources to provide management, supervision, labor, materials, equipment, and supplies necessary to provide Operations & Maintenance (O&M) support services at ERRC. This sources sought is set aside for QUALIFIED SBA 8(a) firms ONLY. The result of this market research will contribute to determining whether there are adequate sources available from which to receive competitive proposals for this set aside. NO LARGE businesses need to respond to this notice.

The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 561210.
Submission Instructions: Interested 8(a) parties, excluding large businesses, who consider themselves qualified to perform the listed services are invited to submit a response to this Sources Sought Notice by 4:00 PM (CDT) July 18, 2012. If your organization has appropriate qualifications and capacity to perform these contract services, please provide the following information: (1) A complete and current record of your Central Contractor Registration (CCR) which includes DUNS number, Organization name, address, contact name, email address, Web site address, telephone number, type of organization, small business type (if any), etc; (2) A capability statement supporting claims of organizational and staffs capability to perform a) facility maintenance (including at a minimum services for mechanical, electrical, plumbing, carpentry), custodial services, lawn maintenance, security, etc. b) ability to provide environmentally-responsible solutions and products c) supervisor/manager roles and responsibilities d) a list of related services contracts and associated federal customers with a minimum value of over $1,000,000 per year to include the size of facilities (i.e., aggregate square feet) emphasizing characteristics similar to laboratory environments. e) if significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

EBSC requests that potential sources only submit the minimum information necessary and no more than ten (10) pages. The CCR record does not count toward the 10 page maximum.
