This award will be for one (1) base year and four (4) option year periods. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. § 3304(a) (1) which is implanted at FAR 6.302-1 as follows
"When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need to be provided for".

The proposed sole source award requires that continued broadcasting of USAGM programs on the FM dial in Hargeisa, Somaliland

This procurement will allow USAGM to continue operate and maintain U.S. Government funded FM Broadcast equipment in Hargeisa, Somaliland. Perform routine and emergency service, as required to restore broadcast system to related/licensed power. Install replacement equipment for spare stock as necessary to update and maintain system reliability and performance.

It has been determined that Ministry of Information and National Guidance is the only Contractor capable to continue providing the required services. See attached agency justification. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide broadcasting as referenced in Statement of Work (SOW). In addition, interested firms must state how they would fulfill the requirement and include appropriate documentation describing the number of years they have been providing such services.

The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Malita Dyson, Contract Support Specialist by Wednesday May 22, 2019, 12:00 p.m. Eastern Time via e-mail at [email protected].
