By way of this Notice and in accordance with the provisions of FAR 6.302-1, the Chicago District, US Army Corps of Engineers, announces its intentions to award a sole source contract to Smith Root Incorporated (SRI) of 14014 NE Salmon Creek Avenue, Vancouver, Washington, for the purpose to operate, maintain all SRI designed and manufactured electrical/electronic equipment, related wiring, and submerged electrodes located at the Chicago Sanitary and Ship Canal Aquatic Nuisance Species Dispersal Barrier IIA in Romeoville, Illinois. Under the contract, SRI will be primarily responsible to provide technical assistance to Corps of Engineers staff and/or their designated monitoring contractor in establishing, adjusting, and monitoring barrier parameters as necessary to maintain warm standby operation. SRI is the only contractor that currently has the technical and management expertise needed to operate and maintain SRI manufactured electrical/electronic equipment. To its credit, SRI has a broad knowledge base in Dispersal Barriers. As a sole source provider to the Chicago District-USACE, SRI designed and built Barrier IIA; the electrical components of these facilities relate to one or more patents held by SRI, who maintains all licensing rights. As the designer of Barrier IIA, it will be critical to consult with SRI to insure that features are consistent with the functioning of the patented electrical components. The period of performance is for approximately six (6) months. It is anticipated that the resultant contact will be a firm-fixed price contract. This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN the close of business on October 27, 2008.
