*****Background Information: The Software System Division/Cyberinfrastructure Group at NIST is currently working on a Precision Timing Project as part of the Engineering Lab's Smart Grid Testbed program to develop a microgrid simulation and perform research in assessing the impact of timing uncertainty on real-time measurement and control in power systems.
***** Sole source determination is based on the need for continued software support for Opal-RT software, manufactured by Opal-RT Technologies. NIST has been using a trial version of RT-Lab's software drivers for IEEE C37.118 Synchrophasor Communications to achieve hardware-in-the-loop simulations and is in need to acquire two additional license core activations for OP5600 Off-the-shelf Hardware-in-the-Loop (HIL) simulator eMEGASim (RT Lab 11x), based on Matlab/Simulink:
(a) RT-Lab Software drivers (license activiation) for:
a. IEEE C37.118-2011 Synchrophasor Communication Protocol Sender and Receiver drivers for synchrophasor communication with Phasor Measurement Units (PMUs) from the Synchrometrology lab.
b. The following protocols: TCP and UDP
c. The driver must support at least 16 channels
Opal-RT Technologies is the only vendor capable in providing full rights and title to Opal-RT 5600 software licenses.

****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
