Special Notice

The Naval Surface Warfare Center Carderock Division (NSWCCD) hereby gives notice of intent to award a Sole Source Firm Fixed Price Commercial contract under the authority of FAR Part 6.302-1(b)(1)(ii) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", to Sigma Space Corporation , 4600 Forbes Blvd Ste 100 Lanham, Md. 20706 for:

•1.      Opacity Monitoring.

The basis for restricting competition is for the following reasons:  This service is not available on the commercial marketplace. The technology being installed and supported was developed by Sigma Space Corporation specifically for use within the Navy Shipyard environment, and calibration, software modification, and technical support require the working knowledge and access to proprietary data that only Sigma Space possesses.

 This notice of intent is NOT a request for proposals or quotations.  No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged.  No contract will be awarded on the basis of offers received in response to this notice.  A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84 dated September 3, 2015 and DFARS Change Notice 20160607. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 541990, which has a business size standard of $15 mil.

 Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 20 July, 2016.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 20 July, 2016, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
