GENERAL INFORMATION

1. Quotations shall be submitted by email to [email protected]. The BetaSAM unavailability is limited to a BetaSAM server problem not individual failure/problem. The Government requests all questions be emailed to [email protected] within 2 days after the solicitation is issued. The electronic bid shall be submitted by the closing date and time of the solicitation, which can be found in Block 8 on page 1 of this solicitation. The local time is Korea Standard Time (KST). Partial quotation will not be acceptable.

2. RFQ Closing Time & Date: 24 September 2020, 12:00 AM Korean Standard Time (KST)

3. The quotation(s) shall include the following requirements IAW Para 1 above.

4. Basis of Award: The Government will award a contract resulting from this solicitation to the responsible offeror submitting the lowest priced, technically acceptable offer that satisfies all terms and conditions of this solicitation. The following factors shall be used to evaluate offers:

a. Factor A: Technical Capability: Proposal(s) shall contain the descriptions/technical specification of each listed items with picture (if available) including manufacturer name and model/part number (brand name or equal items). ITEMS MUST MEET THE SALIENT CHARACTERISTICS AND BE ACCOMPANIED BY THE DESCRIPTION/ TECHNICAL SPECIFICATION OF EACH ITEM INCLUDING MANUFACTURER’S NAME AND MODEL/PART NUMBER.

(1) Meet the salient physical, functional, or performance characteristics specified in this solicitation:

(2) Clearly identify the item by-

(i) Brand name or equal item.

(ii) Make and/or model number.

(3) Include descriptive literature such as illustrations, drawings, or a clear reference to

previously furnished descriptive data or information available to the Contracting

Officer; and

(4) Clearly describe and modification the offeror plans to make in product to make it

conform to the solicitation requirements. Mark any descriptive material to clearly show

the modification.

b. Factor B: Price: The Government will evaluate the price for reasonableness and completeness. The Government will use any of the price analysis techniques and procedures IAW FAR 15.404-1(b)(2) to ensure a fair and reasonable price.

Note: To be determined responsible, a prospective contractor shall meet the requirement in FAR 9.104-1 General standards.

5. Brand Name or Equal: All items are “BRAND NAME OR EQUAL” in accordance with FAR Clause 52.211-6. Brand name or equal items must meet or exceed. Vendors must provide technical specifications for all items being submitted, especially if it is an Equal item.
