The Food and Drug Administration (FDA) intends to award a purchase order on a non-competitive sole source basis to Biolog, Inc., 21124 Cabot Blvd, Hayward, CA 94545-1130. FDA will purchase the following:
One (1) Retrofit upgrade Omnilog II from ID that adds Phenotypic MicroArray testing capability, item #R94100 M
One (1) Gen III ID software, item #U24311D
One (1) Gen III database for GN/CP, item #U22730D
Package includes training, installation and one-year warranty.
FDA has an Omnilog system used for pathogen identification. This upgrade will enhance the capability of the instrumentation by adding phenotypic microarray analysis. Phenotypic microarray analysis will provide metabolism and resistance data for biothreat agents that is essential for developing methods for the isolation of biothreat agents from foods. These methods will be used by FDA field laboratories, Food Emergency Response Network (FERN) and Laboratory Response Network (LRN) laboratories in the event of a deliberate contamination of the food supply. Biolog Inc. is the sole manufacturer of this equipment and accessories. There are no approved substitutes and there are no similar instruments. THIS IS NOT A REQUEST FOR QUOTES. However, sources may submit descriptive literature, fully documenting their capabilities, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government.
