THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.
The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Laboratory of Molecular and Cellular Imaging, intends to negotiate and award a purchase order on a noncompetitive sole source basis to Olympus America Inc., SEG Biological Microscopes, 3500 Corporate Pkwy, Center Valley, PA 18034, for the purchase of Olympus IX81-ZDC2 as outlined below.

The reference number: NHLBI-CSB-(HL)-2011-172-DDC. .

The Government requires the purchase of an ultra-sensitive TIRF optical imaging, which consist of an Olympus zero drift control (ZDC2) upgrade to our current Olympus 1X81 microscope system will allow the Government to make ultra-sensitive measurements over long experimental time periods. This equipment will extend and improve our imaging capabilities and is essential to the research mission of the laboratory.

The sole source determination is based on the fact that an upgrade to an existing IX81 microscope is required for part compatibility and optimal performance. It is in the Government's best interest to purchase the part directly from Olympus, for installation at the manufacture's location to ensure correct alignment and installation of these parts. The mission of the Laboratory of Molecular and Cellular Imaging, is to conduct research into the structure and function of membrane proteins. Specifically, the laboratory uses biophysical and cell biological tools to understand how membrane proteins function at the molecular level. Specific areas of research include studies on proteins involved in the fusion and recapture of vesicles with the plasma membrane. The laboratory also investigates the structure and behavior of ion channels important to the physiology of excitable cells in the heart and brain..

The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 50 South Drive, Building 50-Room 3314, Bethesda, Maryland 20892.

The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements.

Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 500 employees; the small business set-aside does apply to this requirement.

The acquisition is being conducted under FAR Part 13, simplified acquisition
procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-50 (May 6, 2011).

This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by May 16, 2011, 7:30 am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
