CITY OF BEND OLNEY PEDESTRIAN AND BIKE IMPROVEMENTS NO. 1GOPB Proposals due 3:00 pm, November 17, 2022 REQUEST FOR PROPOSALS SOLICITATION NO. 23-3209 The City of Bend requests proposals from qualified and experienced consultants for design development for the Olney Pedestrian and Bike Improve ments. Olney Avenue was previously identified in the City's community-driven Transportation System Plan (TSP), update undertaken between 2018- 2020, as a key walking and bicycling route. For TSP identified key routes, the City intends to establish a network of low stress bikeway facilities (level of traffic stress 1 or 2), maintain pedestrian and bicycle facilities for year-round use, and construct missing sidewalks and cross walks. The TSP was adopted by Bend City Council and projects from the TSP were included in the Transportation General Obligation (GO) bond passed by Bend voters in November 2020. The services to be provided will include project management, survey, public involvement and outreach, alternatives analysis, utility coordination, state highway and rail coordination, document development, right-of-way acquisition, and engineer of record services during construction. A mandatory virtual pre-submittal meeting will be held on October 31, 2022, at 1:00 PM. Contact the Issuing Officer for information on accessing the meeting. Sealed proposals must be submitted by 3:00 PM, November 17, 2022, at City Hall, 710 NW Wall Street, 2nd Floor, Bend, Oregon, 97703, Attn: Dan Galanaugh, Senior Procurement Analyst. Proposals will not be accepted after deadline. The outside of the sealed enve lope or box should be marked with the Proposer's name and "Olney Pedestrian and Bike Improvements - Solicitation No. 23-3209." Proposers must register with Premier Builders Exchange as a document holder to receive notice of addenda. This can be done on the Premier Builders Exchange website or by phone at 541-389-0123. The City of Bend reserves the right to: 1) modify, revise or withdraw this request for proposal, 2) reject any or all proposal not in compliance with public solicitation procedures and requirements, 3) select consultant on the basis of the proposals or to conduct interviews with the highest qualified proposers after scoring, 4) seek clarifications of any or all proposals, and 5) to select the proposal which appears to be in the best interest of the City.
