CITY OF BENDOLNEY PEDESTRIAN AND BICYCLIST IMPROVEMENTS Proposals Due 3:00 pm, November 19, 2024 REQUEST FOR PROPOSALS NO. 1GOPB SOLICITATION NO. 25-3207**Please note the City of Bend is now using the online eProcurement portal, Bonfire. Please use the link below to access the portal or for more information please contact the Issuing Officer**The City of Bend requests competitive proposals from qualified and experienced general contractors (Proposers) to construct the Olney Pedestrian and Bicyclist Improvements Project (the Project). The Project includes transportation improvements funded by the 2020 Transportation General Obligation Bond to improve safety, access and connectivity for the multi-modal system, and replacement of aging subsurface infrastructure for operationally critical sanitary sewer and water distribution systems. The Project location is along Olney Avenue extending from the Portland Avenue bridge to the east of the Olney/2nd Street intersection. The Work includes franchise utility relocates, paving, curbs, sidewalk, pedestrian ramps, drainage facilities, pressure and gravity sewer, waterline, illumination and landscaping, Burlington Northern Santa-Fe utility crossings and at-grade crossing upgrades, and miscellaneous items necessary to complete the Work. The Engineer's Estimate is between $9,200,000 and $11,700,000. An optional pre-proposal conference will be held via Microsoft Teams at 10:00 AM, November 5, 2024. Interested proposing firms are encouraged to attend and should contact the Issuing Officer for the Teams invitation. Statements made by City representatives at the pre-proposal conference are not binding on the City unless confirmed in an addendum. Sealed Proposals will be received online by 3:00 PM, November 19, 2024, as instructed on the City Bonfire Portal at (https://bendoregon.bonfirehub.com) (Portal). Proposals may also be submitted to the City, via mail, or in person. Please contact the Issuing Officer no later than two (2) business days prior to Proposal due date to make arrangements ahead of time for an in-person submission. Hard copies will not be accepted unless the Proposer has made arrangements ahead of time. If a hard copy of the Proposal is submitted without prior coordination with the Issuing Officer, the Proposal will be returned (unopened) to the Proposer without consideration. No faxed or emailed submissions will be accepted. The RFP documents are available for download on the Portal. In order to download and respond to posted solicitations, Proposer will need to register as a vendor by visiting the Portal. Once registered, follow the instructions to download the documents: 1) Log in to the Portal, 2) Under "Action" column of "Open Public Opportunities" page, click on "View Opportunity" next to Project, 3) Scroll down to "Supporting Documentation" section to download documents. Proposers are responsible for checking the Portal for the issuance of any addenda prior to submitting a proposal. Proposal results are available via the Bonfire Portal. The City of Bend reserves the right to: 1) modify, revise or withdraw this request for proposal, 2) reject any or all proposal not in compliance with public solicitation procedures and requirements, 3) select consultant on the basis of the proposals or to conduct interviews with the highest qualified proposers after scoring, 4) seek clarifications of any or all proposals, and 5) to select the proposal which appears to be in the best interest of the City.
