Please see the attachment to this NOI for details on the antibodies NIAID requires. This is not a request for proposal. All responsible sources who are certified by Biolegend Inc. as authorized third-party resellers may submit a proposal. All responsible sources may submit a response that will be considered. This will be a firm fixed price award in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
