The Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service (DOC/NOAA/NESDIS), intends to award a sole source intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1) The Government intends to enter into a sole source requirement with the Open Geospatial Consortium, Inc. (OGC) a non-profit, international, voluntary consensus standards organization that was formed to coordinate the development of open standards for geospatial and location-based services. The DOC/NOAA/NESDIS is not aware of other source that can provide the above. Therefore, it intends to make an award to Open Geospatial Consortium (OGC), unless it is contacted by any vendor who believes they obtain similar technical expertise and can provide the same service

With this acquisition, the OGC will provide NOAA with the rights that are granted with Principal Membership. Principal Members have complete authority over the specification release and adoption process through their voting rights in the Planning Committee (PC). It is by PC vote that OGC Specifications are approved and released by the Consortium. PC members participate in planning and management of the Consortium's technology development process, evaluate and provide guidance on market direction and Consortium focus, vote in the Technical Committee (TC), have approval authority for OGC policies and procedures, and vote to elect members of the OGC Board of Directors. As a Principal Member, NOAA has agreed to host a PC/TC meeting and the under this acquisition OGC will support the meeting organization and logistics.

The following deliverables shall be provided:
● Periodic (up to three per year) briefings to the NOAA Environmental Data Management
Committee or other designated forum on the accomplishments and initiatives of the OGC.

The Open Geospatial Consortium, Inc. (OGC) is a non profit, international, voluntary consensus standards organization that was formed to coordinate the development of open standards for geospatial and location based services. OGC works with government organizations, private industry, and academia to create open and extensible software application programming interfaces for geographic information systems (GIS) and other mainstream technologies. Adopted specifications are available for the public's use at no cost.

The OGC is the only group engaged in developing open standards for geospatial and location based services. It is for this reason that OGC is uniquely qualified to offer membership opportunities and provide the forum for working on technical requirements and standards based solution guidelines for geospatial data and services. Therefore, the OGC is the only vendor who can provide NOAA with these services.

THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

The period of performance is for a twelve month period.
Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Joel L. Perlroth, Contracting Officer at [email protected] by July 31, 2019 no later than 1 pm EST. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 commercial procedures. There are no set-aside restrictions for this requirement.
