This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is 100% set aside for small business in accordance with FAR 52.219-1 and 52.219-6(THIS MEANS YOU MUST BE A SMALL BUSINESS, QUOTING THE PRODUCT OF A SMALL BUSINESS VENDOR).
The National Science Foundation (NSF) is seeking the services from a Portrait Consultant firm or Independent Artist experienced in providing or engaging a professional portrait artist and has the ability to assume the responsibility of the following services:
-The Portrait Consultant/Independent Artist shall provide a list and a catalogue of artists capable of producing a ¾ length, oil on canvas portrait of the Director of the Agency;
-The Portrait Consultant/Independent Artist shall provide an artist list capable to produce work via copy from an 8x12 photograph;
-The Portrait Consultant shall/Independent Artist shall provide a list of possible framing vendors;
-The Portrait Consultant/Independent Artist shall provide details and arrangements for packaging and shipment of the finished portrait. The estimated completed time of the finished product shall be within 11 to 14 months from the date the Contractor receives the photographs. NSF facility is located at 4201 Wilson Boulevard, Arlington, VA 22230.
The Contractor shall have extensive experience in dealing with high profiled art/portrait work, and have the ability to communicate and negotiate with the artist as well as the client. The Contractor must have unparalleled experienced in guiding high level government officials through each step to the portrait process. The Contractor shall be available to answer questions as well as the knowledge to clarify artistic changes, enhancements, framing, packaging & shipping and Consultant's requirements. This procurement is being conducted under FAR Part 13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) codes are 453920 and 711510. The Contractor shall provide a firm fixed price offer for these services for an official portrait of Dr. Subra Suresh from an official photograph to be submitted via the Director's Office. The finished portrait shall be displayed on the 12th floor of the Director's Suite at the NSF facility.
A copy of the technical proposal, relevant experience samples (samples will not be returned); past performance, and price proposal are due at the address identified by 1:00 p.m. Eastern time on 8 February 2012. All Contractors must have a valid registration in the Central Contractor Registration (CCR) and ORCA at www.ccr.gov.
