STATEMENT OF WORK FOR THE OFFICE OF THE MARINE
AND AVIATION OPERATIONS (OMAO) - OMAO SOCIAL MEDIA MANAGER

Background
The National Oceanic and Atmospheric Administration's (NOAA) Office of Marine and Aviation Operations (OMAO) launched approved social media profiles on Facebook and Twitter in January 2013. Continued support and updating in maintaining these accounts with appropriate, timely information is needed. In addition, coordination of set-up and oversight of individual OMAO component social media accounts was established, and there is a need for continued management.
Objectives
The fulfillment of this contract will perpetuate OMAO's presence in the social media enterprise, and will become a keystone in the external communications portfolio of the agency. Content is obtained by field units and other components of the staff office, as well as from across NOAA. In addition, original content generated from the OMAO social media accounts will feed into the parent agency accounts, which are managed from NOAA Communications Headquarters.
Scope
OMAO expects to sustain the current level of exposure in the social media enterprise, and continually explore means and methods in order to expand its presence and reach. New accounts and forms of communication will be regularly explored for feasibility and to remain current in the social media enterprise in support of OMAO's communications goals.

Delivery
The contractor shall make hourly, daily, and weekly posts to the social media accounts, as appropriate, to the respective sites using whatever tools they deem acceptable. As the posts will be in the public domain, verification by the Government will be easily conducted by any official privy to the contract. Continued development of additional social media venues such as Pinterest, Reddit, and other venues will be integrated into the OMAO social media portfolio. Tasks assigned by the PAO will have project-specific timelines and deliverables. The contractor will complete these tasks in accordance with the PAO's guidelines.

Performance Measures
The contractor's performance will be based on evaluating the deliverables listed in "Delivery". In particular, the evaluations shall focus on:

• Accuracy
• Completeness
• Timeliness

The contractor's performance will be rated using the following scale: Below Expectations, Meeting Expectations, or Exceeding Expectations.

Travel and Other Indirect Costs - Not-to-exceed tiny_mce_marker___________ (to be provided by the government ). All costs will be pre-approved by the Contracting Officer Representative (COR). Per Diem costs will be billed with no markup and are not-to-exceed the per diem rates provided on the GSA.GOV website unless pre-approved by the Contracting Officer (CO) or COR.
On occasion, the contractor may be required to travel to any of the following sites, as needs permit. :
• OMAO Headquarters, Silver Spring MD
• Marine Operations Center - Pacific, Newport OR
• Marine Operations Center - Atlantic, Norfolk, VA
• Other Port Operations Facilities, Honolulu, HI, Pascagoula, MS, Ketchikan, AK, Kodiak, AK, Charleston, SC, Newport, RI, Woods Hole, MA, San Diego, CA
• Aircraft Operations Center, Tampa, FL
• NOAA Corps Training Center, New London, CT

Other Unique Requirements
The contractor should have an intimate knowledge of NOAA's structure. The contractor should also be well-versed in the U.S. Department of Commerce's Social Media Guidebook.
Place of Performance
The work required under this Call will be performed primarily at the contractor site. On occasion, the contractor will provide services (e.g., facilitation, briefs, etc.) or will meet with COR and task monitor(s) at OMAO.
Period of Performance
The initial contract will span from date of award through 12 months.

Evaluation Criteria

The criteria stated below will be used in the evaluation of factors other than price (Technical Approach, Personnel Qualifications, and Past Performance). Award will be made to the contractor that offers the best value to the Government. Factors 1, 2, and 3 are considered to be equal in importance and collectively are considered more important than price.

Factor 1: Technical Approach - The offeror's technical approach will be evaluated for its demonstrated capability and knowledge to accomplish the scope of the Statement of Work.

Factor 2: Personnel Qualifications - Key personnel are only those individuals considered crucial to successful performance. Resumes shall be submitted for Key Personnel only (page limit is 2 pages per resume). Key personnel will be specifically evaluated on educational background, professional experience, qualifications, and demonstrated capabilities in performing at a high level of achievement in the type of work defined in the Statement of Work.

Factor 3: Past Performance - The offeror's past performance will be evaluated based upon the offeror's demonstrated past performance related to projects that are similar to the proposed statement of work. All relevant past performance will be evaluated. More relevant and more recent Past Performance (5 years or less) will be evaluated more favorably than less recent or less relevant Past Performance. Information should be limited to relevant contracts/projects of similar nature, scope, and complexity, as described in the Statement of Work. NOAA may consider past performance reference information from sources beyond what the Offeror submits.

Price Evaluation: The government shall conduct a price evaluation of all technically acceptable offers.
