Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (HHS), Program Support Center (PSC) and the Office of Medicare Hearings and Appeals (OMHA) intends to sole source to:

The Department of Health and Human Services (HHS), Program Support Center (PSC) and the Office of Medicare Hearings and Appeals (OMHA ) intends to sole source to Miami Parking Authority's to provide nineteen monthly parking spaces to the Supervisory Administrative Law Judges and Hearing Office Director employees in order for them to efficiently administer this Medicare program.

The OMHA's Claude Pepper Federal Office Building, 51 SW 1st Ave, Miami, FL 33130 does not have a garage facility. Market research of 11 Parking Garages that is within .20 miles walking distance of the Miami Field Office, found that the only garage that meets all of the requirements (within .20 miles walking distance to the Miami Field Office, hours of availability, number of parking spaces currently available, and vendor willingness to do a contract) is located at the Miami Parking Authority, Cultural Center Garage, #2 90 SW 1st St Miami, FL 33130.

Miami Parking Authority was willing to do a contract with OHMA for a base period of 12 months with four 12 months option periods at the Cultural Center Garage, #2 90 SW 1st St Miami, FL 33130.

OMHA defines "secure" as having either a 24/7 gate or guard-controlled accessible parking, and it desires such a facility to be within a one-block radius of the building in which Supervisory Administrative Law Judges and Hearing Office Director employees work. Such nearby parking allows OMHA employees to have expedient and judicious access to the vehicles. No other similarly secured garage is located within one block of the OMHA office.

This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit information and a capabilities statement addressing their specific abilities regarding this requirement.
