The Naval Air Systems Command (NAVAIR) intends to issue a cost-plus-fixed-fee delivery order under Basic Ordering Agreement (BOA) N00019-10-G-0010 to Orbital Sciences Corporation, Chandler, AZ to provide documentation, including but not limited to analysis, drawings and test plans to support the Closer Approach effort and Range Safety Approval for the GQM-163A Target Supersonic Sea Skimming Target (SSST). The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapons system test and evaluation. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
