NOTICE TYPE: Pre-Solicitation
TITLE: Single NSN for UH-60 Blackhawk Helicopter Weapon Systems, Sole Source, Long Term Contract OEM Parker-Hannifin
This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include one NSN to support the UH-60 weapon systems. The NSN targeted to be added for this contract effort is NSN: 4320-01-643-5963, Part Number: 53023-07, Noun: Pump, Hydraulic with the following specifications: AMRC Code: 4D, with an AMC/AMSC expiration date of 03 August 2027. The required Production Lead Time is 450 days after contract award. The proposed sole source action will be issued to Parker-Hannifin Corporation, Contractor and Government Entity (CAGE): 59211 and is intended to be on a sole source basis as supported by a J&A IAW FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. Items provided by the following Parker-Hannifin Corporation CAGE codes covered by this acquisition: 59211, 82106, 3H889, 93835, 49695, 86329, 09523, 26433, 33269, 99321, 1QTD9, 56300, 55813, 50948, and 11362.
The proposed requirement will be for a total of one (1) year and five (5) months period of performance as follows: year nine is 03 March 2023 through 04 August 2023, and year ten is 05 August 2023 through 04 August 2024 with annual demands of 480 units for pricing year 9 and 1,440 units for pricing year 10. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately.
These items are being added to contract SPE4AX-14-D-9413, a firm fixed price with price redetermination Indefinite Quantity Contract, awarded to Parker-Hannifin Corporation CAGE Code: 59211 in accordance with the originally approved J&A. However, the NSN identified here was not included in the list of original items synopsized for this effort. The contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts.
