NOTICE TYPE:  Pre-Solicitation

TITLE:  OEM Parker-Hannifin Corporation UH-60 Blackhawk and AH-64 Apache Helicopter Weapon Systems, Sole Source Long Term Contract

This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include multiple NSN’s to support the UH-60 and AH-64 helicopter weapon systems.  A total of 5 NSN’s are targeted to be added for this contract effort.  The  proposed sole source action will be issued to Parker-Hannifin Corporation, Contractor and Government Entity (CAGE): 59211 and is intended to be on a sole source basis as supported by a J&A IAW FAR 6.302-1 “Only One Responsible Source and No Other  supplies or Services Will Satisfy Agency Requirements”.  Items provided by the following Parker-Hannifin Corporation CAGE codes covered by this acquisition: 02731, 09523, 1QTD9, 26055, 26433, 2Y939, 3H889, 33269, 49695, 60R61, 82106, 86329, 99321, and 93835.

The proposed requirement will be for a total of five (5) year period of performance as follows, year one 12 March 2026 through 11  March 2027, year two 12 March 2027 through 11 March 2028, year three 12 March 2028 through 11 March 2029, year four 12  March 2029 through 11 March 2030, and year five 12 March 2030 through 11 March 2031.  Letters expressing interest in  subcontracting provided to the contracting officer will be forwarded to the identified OEM.  

This is proposed to be a FAR Part 15 effort and the items will be added to contract SPE4AX-21-D-9403, a firm-fixed price with price redetermination Indefinite Quantity Contract, awarded to Parker-Hannifin Corporation CAGE Code: 59211 in accordance with the  originally approved J&A.  The attached lists of NSN’s are the items that have been identified for this current action.  If other NSN’s  are subsequently added, as defined by the terms of the contract, they will be synopsized separately. 

Should any of the listed NSN’s be deemed commercial, those NSN’s will be acquired utilizing FAR Part 12 and added to contract  SPE4AX-21-D-9402, a firm-fixed price redetermination Indefinite Quantity Contract, awarded to Parker-Hannifin Corporation CAGE  Code: 59211 in accordance with the originally approved J&A.  However, the NSN’s identified here were not included in the list of  original items synopsized for this effort.  The contract requires supply of parts, as well as other functions including but not limited to  inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control  affecting these parts.
