This is a Sources Sought Synopsis and may or may not result in the issuance of the Request for Quotes (RFQ). A solicitation is not being issued at this time and this notice shall not be construed as commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach.

The 633d Contracting Squadron, Langley AFB, VA is seeking possible sources to provide reinstallation and upgrade of an existing Overspeed & Directional Dectection System (ODDS) utilized by the 633 MSG, Langley AFB, Virginia under NAICS code: 561621. Interested parties are requested to submit a statement of capability including; a point of contact, business status, business size and a detailed description of the product with information on how the product meets the specific requirements. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.

This requirement is for reinstallation and upgrade of an existing Overspeed & Directional Dectection System (ODDS). Langley's LaSalle Gate has recently undergone major expansion constuction. Therefore, the detection capabilities of the previously utilized ODDS system require upgrade. Please see below for a list of specifications to complete this requirement:

1. ACP Over Speed / Wrong Way System: (ODDS®) - Interface Panel Only, Multiplexer with a NEMA 4 enclosure with RS-485/Ethernet converters power supplies, web relays, and terminal blocks.

2. Computer power cable and peripherals

3. Zone One Over Speed Detection Sensor (ODDS®) - Speed detection technology to comply with standard 4.1.3 and shall report data to Collection system. Includes Sensor, Mounting Bracket, and 82' of preformed cable.

4. Zone Two Over Speed Detection Sensor (ODDS®) - Speed detection technology to comply with standard 4.1.3 and shall report data to Collection system. Includes Sensor, Mounting Bracket, and 82' of preformed cable.

5. Outbound Wrong Way Detection Sensor (ODDS®) - Outbound Wrong Way detection technology to comply with standard 4.1.1 and shall report data to Collection system. Includes Sensor, Mounting Bracket, and 82' of preformed cable.

6. Mounting hardware for Pelco Radar Head mounts

7. ODDS® Audible Alarm - Variable volume alarm to be mounted externally. (Two separate tones for Over Speed & Wrong Way)

8. #18 gage twisted pair. Wiring or re-install of ODDS system

9. Junction boxes for radar terminations

The 633d Contracting Squadron intends to procure this requirement on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 © as implemented by FAR 6.302-1, Only One responsible source and no other supplies or services will satisfy agency requirements. The 633d Contracting Squadron intends to negotiate a firm fixed-price purchase order with FutureNet Security Solutions, LLC.
