In accordance with FAR subpart 6.302-1, the Centers for Disease Control and Prevention (CDC) intends to issue a sole purchase order to Luther Consulting in Indianapolis, IN, as a follow-on order. The purpose of this procurement is to procure all necessary personnel and equipment to pilot the EvaluationWeb XPEMS system developed by Luther Consulting, LLC as an alternate data collection system to OCR technology at three (3) CDC-funded jurisdictions to enter HIV counseling and testing data collected under PS07-768. An award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition; and it is believed that Luther Consulting is the only vendor with compatibity of the applicable data collection systems. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive requirement.
