The DLA Energy/Aerospace Energy intends to solicit the Bureau of Land Management (BLM) requirements under other than full and open competitive procedures in accordance with FAR Subpart 6.302-5(a)(2)(i), Authorized or Required by Statute and FAR Subpart 8.5, Acquisition of Helium. Only Federal Helium Suppliers, as designated by the Bureau of Land Management will be eligible for a contract award. This requirement is for the delivery of Propellant Pressurizing Agent, Gaseous Helium, Type I, Grade A, NSN 9135-00-665-9490, MIL-PRF-27407D, dated 01 August 2014 in support of multiple OCONUS locations. Period of performance is 1 April 2019 through 31 March 2021. Total estimated two-year quantity is 2,267,188 CZ for BLM requirements. The contractor shall provide all products, supplies, management, tools, equipment, labor, and transportation necessary for the production and delivery of gaseous helium and subsequent filling of Government provided helium containers f.o.b. origin Outside Continental United States (OCONUS), specifically in the following Middle East locations: Bagram, Afghanistan, Kandahar, Afghanistan, and Baghdad, Iraq. Equipment includes Helium Tube Bank Trailers, International Organization for Standardization (ISO) containers with or without a chassis, High Pressure Cylinder Assemblies (HPCAs), and wood shoring kits utilized for bulk compressed gas service.
This procurement will be used to establish Firm Fixed Price with Economic Price Adjustment Indefinite Delivery Indefinite Quantity contract(s). Subject solicitation will be issued on or about 8 January 2019 with an anticipated response date of 8 February 2019 and posted on the FedBizOps website at: www.fbo.gov.
