The US Army Engineer Research and Development Center (ERDC) - Vicksburg, MS, intends to issue a sole
source award utilizing Simplified Acquisition Procedures as outlined in FAR Part 13 to OCLC, Inc. the annual subscription for Library System Software based off Worldcat data foundation. The requirement consists of a base period and two (2) one (1) year option periods.

OCLC is the only vendor that can provide the electronic, multisite, and IP recognition access to their Library System Software. A Contracting Officer's Determination to award a sole source contract is attached.

The vendor shall provide a subscription for electronic access to the Library System Software data base consisting of the following (copy of requirements attached):

1. Cataloging and Metadata- this base period will be from: 01 SEP 2019- 31 DEC 2019

2. EZ Proxy Hosting SVC- this base period will be from: 01 JUL 2019- 31 DEC 2019
Option 1 period: 01 JAN 2020- 31 DEC 2020
Option 2 period: 01 JAN 2021- 31 DEC 2021

3. WorldShare Management Services- base period: 01 JUL 2019- 31 DEC 2019

A determination by the Government to or not to initiate a competitive solicitation based on responses received is solely within the discretion of the Government.
