The El Estero Wastewater Treatment Plant discharges treated effluent from a pipeline that extends 7,825 feet from the shoreline located near Stearns Wharf into the Santa Barbara Channel. There are 60 diffuser ports along the last 720 linear feet of pipe that disperse treated effluent into the channel. The outfall inspection is performed on the 720 foot diffuser section and exposed pipeline until the pipeline becomes covered with protective rock. In order to comply with environmental regulations regarding discharges into marine waters, it has been imperative that the pipeline be maintained and monitored for potential damage.
