The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to   negotiate and award a sole source contract to SPD Electrical Systems, Inc. provide engineering support for obsolescence management of circuit protection and switchboard products. The Government intends to make an award within the 3rd quarter of fiscal year 2022.

The Contractor is the designer and Original Equipment Manufacturer (OEM) for a number of AQB and ACB type circuit breakers to be addressed by this contract. AQB and ACB type circuit breakers that are manufactured by SPD are designed to meet the requirements of MIL-DTL-17361 and MIL-DTL-17587 respectively and satisfactorily pass testing to be included in the Qualified Products List (QPL) databases. AQB and ACB type circuit breakers are used to protect equipment and personnel from overcurrent situations on all surface ship and submarine classes. Therefore, the Contractor shall provide engineering and technical services required for obsolescence management of circuit protection and switchboard products. Deliverables include obsolescence reports, qualification test plans and procedures.   

Pursuant to 10 U.S.C 2304(c)(1), SPD is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort.  The proposed award and resulting contract modifications are for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. 

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  Interested parties, however, may identify their interest and capability by responding to the requirement.  The Government will consider all information received prior to the closing date of this synopsis.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.   Responses shall be made in   writing by E-mail to the attention of James O’Sullivan using the contact information provided in this synopsis.  The Product Service Code (PSC) for this effort is R425.
