TO PROCURE an OBR4400, the ultra high resolution optical reflectometer for Wright-Patterson AFB, OH. This optical reflectometer is to be used for the failure analysis of optical aircraft components. The reflectometer must be able to locate and troubleshoot macro-bends, micro-bends, splices, connectors, breaks, optical component and module failures. In addition, the wavelength accuracy to within 1 nanometer or less; measure lengths of 1500 meters or greater with a single connection; must include a 62.5 micron core measurement port; equip to use standard optical fiber to monitor changes in temperature to withi 1C. The weight must not exceed 20 kg, excluding PC workstation or laptop with case and/or adapters. SIC Code 3827, NAICS Code 333513, Size Standard 500 Employees. This is a Sole Source procurement, synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is Luna Technologies, Inc. 3157 State Street, Blacksburg, VA. 24060. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. "An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process."
