This pre-solicitation notice is to synopsize the upcoming requirement for contractor services to provide training enhancement for public health and medical operation in dangerous and austere environments to support Public Health Service Commissioned Corps Officers (PHSCC). The training focuses on self-care, individual safety, and security of Public Health Service Commissioned Corps (PHSCC) Officers during a time of increased exposure to the COVID-19 virus and deployments to support immigration and refugee activities. PHSCC officers are currently engaged in extensive operations supporting multiple national emergencies requiring ready and prepared medical care and public health providers. This requirement also provides for an established training center capable of providing the requested training with state of the art facilities in sufficient supply to meet the needs of the PHSCC.
The requirement is anticipated to be a sole source under FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 3304(a)(1); the only known source that possess the currently established training program and expertise necessary to fulfill the needs of this requirement is the University of Nebraska Medical Center (UNMC), DUNS # 14142023.
The acquisition is being conducted under FAR Part 15 procedures; the anticipated contract type is Time and Materials (T&M); and the period of performance includes one (1) 12-month base period from the date of award.
