the Government is issuing a solicitation for the OA- Tailrace Bulkhead Refurbishment at Oahe, Dam in Pierre, South Dakota. The solicitation will close on 01July 2021.
The solicitation is Unrestricted and open to both large and small business participation. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract from any DoD activity. Contractors may access the internet site at https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code is included in their proposal prior to submission of offer.
Project Description:
The purpose of this RFP is to solicit services necessary for the supply and installation of two complete sets of draft tube bulkheads, and one draft tube crane lifting beam at Oahe Power Plant, near Pierre, South Dakota. Each bulkhead set consists of six (6) individual identical bulkhead leafs. Two complete sets of draft tube bulkheads consist of twelve draft tube bulkhead leafs.
There are twelve (12) existing bulkhead leafs at Oahe. It requires 6 draft tube bulkhead leafs to unwater a single unit. These bulkheads are used to seal off tailwater from the draft tube to unwater a unit.
The acquisition plan is a supply-construction type hybrid award.

The replacement of the bulkheads includes painting with a vinyl paint system, seal details, and fabrication details. The new bulkheads will be fabricated off-site and field-tested in the slot after delivery. The contractor will be required to provide a mobile crane to position the new bulkheads and conduct the fit test. The contractor will be required to remove the old tailrace bulkheads and dispose/recycle them in an approved manner.

The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is NAICS 332312 “Fabricated Structural Metal Manufacturing” with a Small Business size standard of 500 employees.
